Baltimore City has the highest youth incarceration rate in the state, one of the highest in country and definitely the world.
There is a 5:1 ratio in money spent to imprison a young person vs educating one.
And as education budgets continue to be cut,a new youth jail is… in the works. One that the community DOESN’T want and would cost us a lot of money in these tough economic times.
So are we building more prisons? Who benefits from this endeavor? Who profits?
